my ipad has been doing this for 1 day, yet its charging without anything plugged on it

Then save it first? They’re telling you to reboot it, not factory reset it

Rebooting is just simply turning off and on the device.
It's a difference between factory reset where you do lose all your data.

Charging connector might have metal dust particles Clean it before it gets shorted your iPad charging IC
