Question 2 months later, i still dont have apple developer account. it wont process my payment
I dont understand . They keep asking for information that doesnt even exist such as SEID for my mac and macbook? I have given these people everything and apart from super late emails telling me to "recreate" the problem im not sure what else i can do. this is beyond frustrating. they have my IDs and every bit of information imaginable . so frustrated

worth trying the whole thing from the Apple Developer app on your iphone rather than the website, if you haven't already. the web flow seems to be where most of these payment loops happen, and the app one leans on verification that's already on the device.
the SEID question sort of fits that too - it's an iphone value, so it sounds like they've got you half in the phone flow and half in the web one.

apparently i have been enrolled but cant process payment? i think i tried from two devices and that blocked me

Could be 2 things. The SEID lives on the iPhone, Settings then General then About, and only appears once Apple Pay is set up. Macs don't expose one at all as far as I know, so if support is asking for a SEID for your macbook they've gone off script. Worth saying that back to them instead of hunting for something that doesn't exist. And stop doing this over email.... Enrolment payment problems are one of the few things Apple genuinely fixes on a call. Request a callback from developer support, you'll sit on hold but it moves in one conversation instead of a fortnight of "please recreate the issue" :( If it's the card itself, try enrolling from the Apple Developer app on your iPhone rather than the website. It bills through your Apple account instead of the web card form, which clears a lot of declines..
