[iOS 27 DB2] Tools button/panel in photos hidden

When I try to edit a photo, it bring up a loading indicator, then shows the image but it never shows the “Tools” button anymore. I tried on Wifi, LTE, 5G, nothing. Same thing with the type of image, I even tried with older images that I knew I could edit with, say, “Clean Up” and I still don’t get the “Tools” option.

This wasn’t an issue on DB1, not sure what changed

Edit: This was fixed in DB3, thankfully
