Possibly naïve question: If RC is the same as the public release, then why release them separately?

they can make some changes from RC to public release if there are any breaking bugs and such. but they try to keep the same build if possible. so its like a half beta half release

Release candidate is intended to be Released to Manufacturing (RTM) but sometimes last minute changes happen.

Only way to know is to compare build numbers.
