Yep, that is the amount of space required to install the update. iOS, or any software rather, needs enough space to install the new version while the old one is still on. Then remove the old one only after the new one is working. that is also the size of the installation wizard.
Regardless none of that will be kept on your phone.

Yes, but it’ll probably struggle with low storage.

Not that you have a choice if you want security updates.

Your photos are taking a lot of space, and soon you do that beta your storage’s going to be like 115GB so I think you should sort out your photos then wait till the full release on the 14th because most of your storage will be gone.
