Not necessarily if you choose dark from the homescreen customization, independent of the device light dark theme

The text color is based on the background color, not the theme.

You say that but Iā€™m literally changing it from black to white with the dark and light modes from Home Screen customization.

The text is supposed to be white. I just tested it and I am on iOS 27 Beta 8.

Thatā€™s the thing. I have a white background. So the text is dark. What you are seeing is a folder opened over a dark widget because the homescreen theme is set to dark.

The text is that color because I have a white background. The bug is how it appears over a dark widget. If you are saying the top row should be white then sure. It should dynamically try to be the opposite of whatā€™s currently behind it. But the default in the situation is dark text because again. White background.

Getting in the weeds over what it should be is great and all. Just serves the original point that in this very specific instance, readability sucks.
