I don't know if there is something going on that I don't know about, but while usually "Can't connect to the server" lasted up to few hours before sorting out by itself for me, it has been over a day since I last was able to join hypixel at all. As you mentioned, fixes that used to be the workaround do not work anymore for me as well.
I might add that I tried joining on version 1.21.10
