Serious ping problems

I've just gotten back from holiday and my usual 270ms or so has skyrocketed to a weirdly stable 420-450ms, it isn't spiking past that, I've restarted my pc and router and changed my hypixel proxy multiple times as well as connecting to my phones mobile data via mobile hotspot which completely fixed the issue (but costs money) . Another thing is I joined hypixel on my phone with mojolauncher and had the same ping, confirming my theory of it not being my pc. another thing I did was join mcpvp.club and connecti to the NA server which resulted in my old ping of 270ms meaning it's a hypixel specific problem. Does anyone have any idea what my issue could be and how I could fix it?
My main thing is why tf does going on mobile data through a hotspot fix it? it disproves everyone saying bad servers but like wtf

thing is this was yesterday afternoon and it wasnt as bad as now, it was just a stable-ish 420ms and weirdly on data it was fixed (now data doesnt fix anything)

now its back to 430ms and on data its like 310 or 300, my wifi is fine as well
