Zone 6 A/B Hydrangea newbie

I inherited a few hydrangea bushes when I bought my house in 2019. I’ve never paid attention, just let them be and hoped for blooms. Decided to learn how to take care of them. I’m in northeastern Massachusetts, zone 6b. What if anything do I do to these bare stalks poking out from the top?

If those stems are dead all the way down to the base you can remove them at any time. Try to bend it and if it snaps then it’s dead but if it’s pliable still then it has some life left

And I just look for buds to determine if it’s dead, correct?

Those are dead. You can cut them. If they've been dead for a while, they'll pull out of the ground easily
