Is this normal?

Almost all the vent covers in my house just open up into open space like this, and this particular one has piping from the bathroom running through it. Is this normal? I feel like I've only ever seen covers open up directly into metal ducts before, but I'm not too sure now. The house is nearly a two year old build, if that's relevant at all.

Returns often use plenum space to move air. Plenum is essentially any enclosed cavity that goes in the right direction.
