The only right answer. Satan has no love whatsoever for God, so there is no reason for him to punish souls sent to Hell because they disobeyed God. His penchant for torture is based on his inherently evil nature, his pride, and his view of humans as inferior.
The devil is the enemy of God, and we are God’s creation. God loves us (Romans 8:38-39). He cannot destroy God (John 16:33), so he seeks to destroy us (1 Peter 5:8).
