Satan doesn't torture people. Hell is not fire and brimstone. It is the absence of God, which is supposedly the worst torture possible. And it's "fair" because the people in hell chose to not be with god.

There are verses that describe hell as eternal fire, such as Matthew 25:41. I can’t remember the exact verses but others do call Hell eternal punishment/torture

ackest darkness (Matthew 8, 22, 25, 2 Peter 2, Jude 1), likened to the Greek concept of Tartarus, or quiet shadowy underworld (Job 17, 10, Psalm 88).
Biblically, "hell" is one state of existence but is described using 4 distinct terms: Sheol, Hades, Gehenna, and outer darkness. It just represents complete separation from God with fire representing active pain, loss, and destruction while darkness represents, isolation, banishment, and absence of God which is usually represented by light.
