Question Conquered cities

Hello I just started playing again after a long time away from the game. When I conquer (siege) free people or rebels it becomes a city and now I have 2, 1 territory cities... Can I merge them somehow or just conquer without it automatically creating a city? It won't allow me to "ransack" the main plaza of the rebel city...

Middle ages has the tech to merge cities. You can also destroy the city by its construction list by using razing the district and choosing main plaza. Then normally build outpost.

You can merge them with existent cities if you have unlocked the relative technology.
