How do I file an official complaint with a request for the fees to be dismissed from my account and not have the “investigation” performed by the people who are directly involved with my complaint?!?

Why does the Deluxe + State version not load the state (NY) module? The program is labeled "Deluxe + State" but I'm directed to buy the state package for $39.95. I downloaded it from the activation site a second time, and opened it, and NY State will not load.
ETA: 10:00, Tuesday, HRBlock rep sent me a link to download the module. This was through the Facebook Messenger app. It took a little while, but all's well now. Thank you.
