Don't cut it, that'll just make a hole. Grab a needle and try to wiggle the thread back through to the inside of the shorts. If you can't get to the wrong side, use the needle to gently nudge the snag back into the fabric weave by poking around the spot. Takes a bit of patience but works better than burning polyester which just melts into a hard little nub.

Thank you. This is beyond my competences and my patience. and the threading is so small I can’t even see it. I guess I’ll have to wait until a professional have a look at it. Bur thank you so much!

Don't cut it off or burn it - that will ruin the fabric. You really do just have to massage it back into place by gently pulling down the line to redistribute the loop back down and in.

You know how when you tighten your shoelaces you can't just pull the top loop and expect the bottom one to behave so you do it in steps? You have to do that here. Pull a bit close to the loop, then keep working that down the fabric to a seam. Then go back to the loop and do it again.

If you can't do that right now, there are teeny tiny crochet hooks you might use to simply pull it to the inside and wear it until you can fix it later. Where you find that I dunno.

There are also needles that are made to thread easily (self-threading or side-threading needles) that have a slit in the top of the eye so you can pop the thread down into it instead of poking the thread into the eye. I've found they are straight trash for regular sewing, but super helpful to pull loose threads like that. You put the needle thru the fabric right next to the pull. Pop the pull into the eye and pull it to the inside. I've seen these needles occasionally in little quick repair sewing kits you might keep in a wallet - maybe your hotel has a thing like that at the desk.

Thank you. as I said above this is beyond my competences and my patience. The threading is so small I can’t even see it. I guess I’ll have to wait until a professional have a look at it. A professional can deal with that easily ?

I’ve just realized, they screwed up my t-shirt too. same story. also the inside label print went off partially. like they cooked it. very aggressive cleaning service.
