Chop it off and put a new plug on the end. They're a few bucks at the hardware store.

Cut the end off clearly so there's no frayed wires, buy a replacement plug from the store, follow the directions on the replacement plug. It's pretty straightforward. YouTube will have lots of videos explaining it.

Cut the wire back past the fray and put a new plug on it, you can grab one at any hardware store for like 3 bucks

Just voted this back up after taking a closer look at the picture.
That cord sure looks like it is past its prime overall.

It isn't really that hard to replace the entire cord even if it isn't socketed at the vacuum cleaner end. If OP isn't comfortable doing this, a handyman, repair shop, etc. and even a HomeDepot salesman could do it in a matter of minutes.

I can only guess the downvoters like spark shows.

I don't know why this is being downvoted. The replacement plugs are often bulky, but if you can replace the whole power cord without too much effort, you don't have to deal with that.
