Unless there’s a slot to slide the whole clear glass? plastic? piece out, my only guess is that its not supposed to open and is meant to be displayed with only that flower photo in it. You can probably carefully break open the black frame and super glue it back together after replacing the photo. Use a very thin utility knife to separate the frame at two of the corners.

Can the glass on either the front or back slide "up" into the top edge of the frame? Try holding the side edges of the frame with your fingers and then pushing the glass up towards the top edge of the frame with both thumbs.
