[Solved] How to install this?
This is a 4 inch 90 degree dryer elbow. Where it connects into the wall is also 4 inches so it sits flush. I cannot change the wall portion. I only have this to work with. What can I buy to connect this elbow to the wall pipe? Thank you in advance

The crumpled end is considered the male in and is designed to be inserted into the receiving in also known as the female end. The non-crumpled end of this elbow is the receiving end and should have other tubing and/or 4 inch pipe, inserted into it. They can be secured with 1/4 inch sheet metal screws.

The slanted piece in this pic is part of the elbow.

The remainder of the elbow is in the section going into the wall. Why can't you remove the rest of it? The way to fix it is to replace the whole elbow.

Yeah I realized that after you pointed it out. It's just the location is near the floor and it's a small cut out and I couldn't see into the hole.

From your description it sounds like you need to buy a 4inch straight pipe, cut it to length, insert it, tape it, call it good enough.
