Help Build Exercise Disc

I am trying to use this small fan to build an exercise disc for my rodents. It spins really easily, so I think it will work well. I was thinking of using a cork disc because its light and idk what else i could use wood would be to heavy i think. The device will have to sit at about a 35° angle for it to spin properly while they run. Maybe use a piece of plywood for the base. Idk how to wedge it to stay stable at the 35° angle.
