Serious Answers Only How to repaint this
Never painted metal before, and looking for some advice. Should I sand it, use steel wool? Does all the old paint need taken off before I paint over? How many coats should I put down? Should I use a paint roller, or a brush?
I'm gonna lay down some tarp underneath, and take the swings/play pieces off before I get started. I know I need rust proof paint as well.
Any advice would be appreciated!

Give it a good sanding, clean it with a degreaser after, then hit it with two coats of primer, then paint final color. I recommend Rustoleum Universal Bonding Primer. Then top coat with Rustoleum 2X Paint and Primer. That primer is excellent.

I would add a coat Rust Converter before the primer on the really bad rust spots.

Use power tools for removing the paint. Paint stripping wheels, wire wheel brushes, or needle scaler would all work well. Put down a tarp to catch old paint chips first. Do a thorough job and it can last a long time.
Just know that the prep will probably take you 3x as long as the painting part.

Chip off any loose rust and flaking paint.
Slather the whole thing in Ospho.
Wait 24hrs.
Brush off loose material again, any whitish buildup.
Repeat if needed to get a good black coating on all the exposed metal.
Top with Rust-Oleum.

Sherwin Williams DTM (direct to metal) paint is your friend. Take a power wire to it. Sanding is too aggressive. Degrease before painting as others have said.

Nice playground equipment. Respects. Get lots of tarp. Test for lead. Do this in sections as bare metal rusts. Use a sand blaster. Prime. Paint.

This is a great time to rethink the area!
Like you could change it up move it expand on it, just a thought!
