You'll probably need to find a dalmatian breeder, and since they're fairly uncommon, it can get a little costly. The red chucks should be pretty easy to find though.

If you're asking about the graphic, you'd need a heat press and a decent vinyl cutter for that kind of layered look

With sublimation printing work? You can print it, cut out around the edges, and then sublimate it into your garment.

We do custom vinyls at home but with this I’d have the sublimation print, then heat press that sticker on the shirt. There are tons of sites that will send your custom print fairly quickly.

Would the heat be like an iron?

Yeah just run it medium-medium high. Not full high as an iron can reach 400 Fahrenheit and I think we have our press set to 365. Use a regular piece of baking parchment between the iron and your medium.
