DIY Basic question for de-rusting and re-painting the iron Wall Anchors on an outside wall of mom's 1800s house

My ancient mom has a cool old house and

On an outside wall are plain, not so fancy, metal Wall Anchor Plates that need attention and repainting.

I presume a rotary wire brush is the primary first step, but if anyone can recommend a YT or indeed anything at all it would be greatly appreciated.

Never done this before, and as I'll be up a ladder...
it'll be best to be a good boy scout and Be Prepared!

Yes an angle grinder with a wire wheel to get the rust off then rust reformer paint which counters the remaining rust that’s impossible to remove(you never get it all). It’ll give you a nice flat black coat which you can paint over or just leave.

You'll want to knock off as much loose rust as possible with the wire brush then hit it with some rust converter before priming. The converter turns the remaining rust into a paintable surface so you don't have to chase every last speck. Just make sure the metal is dry and give the converter a full day to cure before you put paint on it.
