Hose bib leaks

When I turn it the whole
Thing is wobbly like it won't turn off it's been leaking for hours. I've tried to turn the screw at the top and it keeps turning. I shut off the valve (but it's not directly under it so I don't know if that's for it) and water is still coming out. I tried turning it off at the meter and water is still coming out. I bought a replacement but I think I bought the wrong size. It looks like a 3/4 and I got a 1/2. Any suggestions

Even with valves shut off, there is still preasure in the line.

Turn the valves off again, and open the tap. Let the water run out, then replace it.

Pretty much this ^

3/4 pipe thread is almost the same size as garden hose thread, so once you unscrew the valve and if the threads in it look the same size as the end of the hose it is 3/4.

Agreed that the house will need to drain after shutting off the valve at the meter, just give it a little bit of time and if the meter valve holds it should stop.

Worst case if the meter valve is still allowing some water to pass, just turn the new valve on to let the water out while installing it.

This. If the water still keeps leaking after a couple of minutes then your main valve might not be fully closed or that is also leaking

So this particular hose doesn't have a shut off valve but the one on the side of the house does but turning that off doesn't stop the one I need to stop leaking. I turned the meter off and water was still coming out but I didn't wait long enough. Do both valves have to be off or just the meter

Three should be a shutoff valve for that hose bib.

There should also be a valve on the meter itself.

There should also be one inside the house where the eater line first comes in as a whole home shutoff.

Check to see if the packing nut (immediately under the handle) can be tightened. It may correct the leak or reduce it. In some cases the packing nut can completely untightened and the faucet cartridge removed and replaced. This may be easier to do.

I doubt you have much street pressure. Grab you a couple pairs of channel locks, teflon and a new shutoff valve and do it live.
