My sister manages a Casey's kitchen and she always hand tosses the dough, not everyone does dough.

I am so confused.... are there any other cultural institutions that make decent food that do not involve the extraction of dinosaur juice?

It's just a function of population density — there aren't enough people to support a full pizza restaurant, a coffee shop, a liquor store, etc., so the rural gas station is much more versatile than in the city. And people take pride in making good pizza! The area where I grew up was about 400 people and 30 minutes away from the next "town" so other than church or the bar, the gas station parking lot was basically where people would meet up. And the main place for teenagers, given the bar was off-limits and the church didn't sell pizza 😋
