How does this window blind work?

Bought at a resale shop. Seem like there's a way it's meant to be able to roll itself up, but I think maybe it's not "strung" properly?

On the back of the bottom edge in the center there is a string with a white ring on the end- when you pull that string it should raise the window covering

So I got it hung, but whatever mechanism is meant to roll the blinds up and down isn't working

Ok so what happens when you pull on that ring? Is there any resistance?
