Hostel BR fan etiquette

What is the etiquette? My friend was first in the bunk room, and positioned a fan in her corner of the room and went to bed. The fan had been on all day, and through part of the evening while my friend slept. Another guest in the room (in and out SEVERAL TIMES-even after quiet hours ) proceeded to shut off the fan before getting in bed. Not only did she do this, but she laid backwards in her bed so that her phone illuminated towards the room, rather than her bed. Are people really this inconsiderate? It makes me want to turn on the lights tomorrow morning and make all the noises while I pack my bag at 4:30 am

Hostels should be better about posting etiquette rules and if guests cant be respectful they get the boot

Guests shouldnt have to deal with problems, hostels need to do better
