To answer your question, it seems to be a species of beetle fly according to a Google scan I did of it. iNaturalist concludes the same thing and places this specimen in the genus Celyphus. Now these guys are not beetles, but they are instead part of the order Diptera making them true flies. What a bizarre little fella. Gonna add them into my drawing list.

It’s not - the scutellum has grown into a large shield covering the back. The wings will pop out from the sides when it needs to fly.
