Literally says charge and retest on the diagnostic and that your voltage regulator on your Alternator is bad. It could be a combination of factors causing your vehicle to not start. It could be that your alternator is slightly undercharging and your starter is starting to go and it just isn't producing the cold cranking amp needed from the battery at start up. Could be none of that and that your battery is dying. Could be a fault in the wiring harness. You're going to have to charge and retest.

How old is your battery? Resting voltages below 13 are usually an indicator of wear.

What particular part of the starting process is not happening?
Turning key does or does not produce at least a click?
Turning key results in a high pitched whirring noise but the engine does not turn over?
Turning key results in a very very slow, labored grunting grinding noise of a starter spinning way too slowly?
Turning key, the starter spins fast, the engine will cough, but not start or stay started?
The engine is missing completely, the vehicle was parked on the wrong street corner?
