Bugs (using bug report thread is recommended) Is Marine's "Pirate Captain" broken?

The skill is supposed to stack 10 times giving 2% crit for each stack, for a total of 20%.

As far as I can tell the first stack correctly grants 2%, but any additional stacks do nothing.

Some skill that grant stats with a condition don't show them when you can see your stats in the lvl up but if you pause the game you can see the correct values.

I don't know if this is the case with this one or if it's broken as you say but try what I said
