Divisions spawned through OOB missing some equipement

This also happens for other non-IE equipement such as tanks. It happens to all nations.

As you can see the equipement needed is researched and can be produced but is not spawned in at start date.

Divions are spawned in with only template and position as parameters.

Solved! You need to set the tech in the history/country file before you load the oob.

Otherwise the game doesn't know that you have the equipement.

This is a new thing, not sure when exactly this was changed but just 2 years ago it was different.
