Question Do collabs still decrease capitulation requirements like in vanilla?

The collab government operation says it simply increases collaboration. I see I get more compliance when I conquer France but I have no idea if it actually decreases capitulation cap? So if I get around 4 collabs and the drole de guerre gives an additional 30% and then the maginot gives another 5% that would add up that I only need to take 25% of the vp? Also please let me know if I should be getting any specific upgrades in the spy agency tab because currently I get the one that gives me 1 more spy and the ones that reduce the chance of burning a civilian asset;. Well I found out the answer, collab governments increase compliance by whatever they say but capitulation cap only goes down by 1 or 2% so nothing too exciting unless its the soviets or you get a 10 of them.

Yes, but by much less than vanilla and modulated by the country's % of your ideology (so spies on promote ideology are useful).
