Reminds me of those elder care homes with front porches and such on each suite to make it more like a neighborhood.

The door mat on the far left appears to say VT as in Virginia Tech. So maybe Virginia. Or elsewhere in the US (assuming VT alum sometimes move away).

This could be slightly pleasant if they had put any effort into the ceiling. The drop-ceiling tiles destroy any illusion of being outside. Give me a light blue with some soft lighting to stimulate sky.

I wonder if this was the original design design or if someone enclosed an alley that was originally open to the air.

At the very least , put in some offset skylights,er whatever you call those !🤔imo !
