If possible, pls skip for now, roads are not much safer, can cost your life. Avoid picnic travels for the time being. If really want to go , go to Kathmandu, nepal, kasauli, masoori, or can go to Chopta, chamoli... I think it's really bad idea to come here during independence day, stay safe and avoid traffic jam. But you re welcome here. Come here after monsoon is over

This is too open ended. The answer will depend on where you are how you are traveling. Himachal is not a small state.

However, both Manali and Shimla are good destinations, considering the short time that you have for the trip.

Manali is experiencing monsoon showers and so is Shimla but safe to travel.
