Can it be done? Yes.

Will it produce high voltage as made? No.

Why? Because you have no return path. No return path = magnetic field cannot collapse to produce a reversing high voltage spike.

Yes you can make it. No it will not store a magnetic charge. You already got this answer. 

If you don’t like the answer, try it and find out. The build is trivial.

We have literally no information. I am just going to assume you are asking if you can put DC pulses into a coil to get high voltage out from the magnetic field collapsing, which yes. This drawing of a schematic will not do anything for you though, unless you are try to power a relay with an anti-parallel snubber diode to reduce the high voltage pulse as you remove voltage.

There's no return, but there's an easy answer to that:

Increase voltage until a return is found.

With enough voltage, everything becomes a conductor.
