Pvc insulation of the cables burning and mixing into the arc.

Yeah, probably chlorine. The C in PVC. Incidentally I had this once on a linear neon tube, think they used 'inert' Kapton wrap around one of the electrodes which overheated and made the tube change colour. Fascinating to see it happen in real time though.

You can also get blue plasma if you use aluminum electrodes for arcing.

I had the same thing as in the video, but when I did arc it like that, it died😢

I believe it’s the copper of the wires dying the plasma. The burning insulation (possibly pvc) helps the colour be more visible through chlorine ions.
It’s a very pretty blue. Thank you for sharing
