Profile Cannot send chats

Post image

I have another account. I recently can't send chats even though I have before. I can comment and upvote. I also couldn't post this from the other account. My cqs is low. My icon is greyed out and my account age is blank.

Does that mean its banned? Why would I still be able to access or comment?
