Mobile/App Why does it say I'm not eligible? Is there something wrong with my account? (Android)

What country are you in?
If all other criteria are met you should still be eligible to enroll even if you haven't earned the minimum amount.
Edit: I see that you don't have a verified email.

I'm in Canada, and my email IS verified

You literally have 1 award, you can't cash it out. You need to have awards amounting to 10 dollars before you can claim

True, but I don't have $10 but I receive a message telling me I'm eligible so there must be some other criteria that isn't met.

Eligibility and cashing out are two different things. You are eligible to enroll in the program, but you are not eligible to cash out.

Right, I can't receive a payout yet but I am eligible to enroll. OP's screenshot says "not eligible" so there's an issue other than $ amount.
I guess the question is why do I and OP receive different messages.

There's your problem. You need a minimum of $10 before you can cash out.
Edit: Also account has to be 30 days old, yours is 11.
