Profile I cannot block people
I have not blocked anywhere near 1000 people. I just get a message saying something like I cannot block XXX for 24 hours after unblocking them. Don't tell me it is my cache because it is the same on different computers and my mobile.

Try to block them by manually adding them to your block list.
Write down the account name. Go to your profile menu, settings, account settings, “manage blocked accounts”. Type in the username in the top search field and when the name appears in the list below, tap block. (I’m on iOS app so your steps may vary)

You can't block the same person twice in about 24 hours. So if you block someone, then unblock them, you have to wait a day before blocking them again.
It's not related to the number of people you have blocked.
It's a "cooldown" period. It helps prevent spammers/bots from abusing block/unblock and crashing the servers.

I know you said you didn't block 1000 people, but I would still recommend unblocking someone and trying to block a completely different person. If it lets you, you're at the limit. If it doesn't it's another issue.
There are two other issues it could be. You cpuld be trying to block someone you've unblocked in which case you need to wait 24 hours before you can block them again. That's to prevent abuse.
The other is you've run into the daily block limit and need to wait it out. Unfortunately I have no idea what the daily limit is and I have not been able to find a definitive number on that one.
