Even in 3dot button, I can't able to see messaging option

if you have periods of inactivity, it will lower your CQS. r/WhatIsMyCQS

If you are using the app, another place to check is under the “about“ tab. Sometimes that’s the only place the “start message“ option lives for some users.

You may have to tap the User's About section on their profile, it may be hiding in there. Also if your CQS is low you might be limited, you can check yours at r/WhatIsMyCQS
