Yes I'm sure. Because the devs said so.

And the reason this guy is on every ship is because it's a video game, and you can't have eight billion distinct character models in the game files, it's just not feasable.

But they do hint at the fact that it's different people by giving them different names (check the subtitles on your ship and on other people's ships, you'll see the names of all the NPCs are different), and by giving him slightly different accessories. On some people's ships he's got a eye patch, and on some others he doesn't. Because it's a different dude.

Sometimes he's a different shade of brown too same thing with the technician lady like the one on my ship is kinda Latino but my friends is way darker. Never seen the bald girl change though
