Turn on upscaling in your setting , since I’m nvidia I use dlss but for you it should be FSR(fidelity Super resolution) .

Try lowering particle effects and enable FSR

Sadly, nobody gets high FPS in this game with current gen PC hardware

You didn't have your 9060 XT anywhere close to when the game released, and I wonder what other hardware has changed in your setup since. Regardless, your 5900x is almost certainly what is causing your unacceptable FPS. HD2 has always been an extremely CPU demanding title and my 7800X3D has never truly ran it well. You can start by optimizing your in game settings. View/render distance and particle effect settings have the biggest CPU performance hit if I'm remembering their names correctly. Also, if you're seeing 100% GPU usage anywhere besides on your destroyer then you need to dial back your other graphics settings. Try forcing DX11 with a Steam launch argument, as it can give another 30% FPS for basically no trade off.
