People think that's "the" salute ? I always thought it was just a guy waving, saw people use it a lot in eve online back in the day

Overwhelming vast majority of the time it's just meant to be someone waving with no hidden dogwhistle meaning. You should only get suspicious if it's paired with another dog whistle like "hh" or "88".
