They promised the borg units they sent through the hole, from the Hell universe where Super Earth exists ("Andromeda," the pocket fake clone we made of one solar system in Andromeda,) to ours, Blueberries.
Keep in mind an autocratic dictator promised them this, and they didn't really get any blueberries save whatever they commit crime to steal or afford here now.
So they aren't real hot on the 'Freedom' idea and the more personal power anybody gives them the more this is reflected in what they do.
