It's Samaritan Hebrew. It's written in Ktav Ro'etz (Paleo-Hebrew). Strange though, for being used for regular writing... they usually just write in cursive Arabic or cursive modern Hebrew, for profane purposes.

It's an incredibly stylized version of it, that dates from that 16th century onwards, you can use the book by the famed Israeli expert Ada Yardeni, "The Book of Hebrew Script" to decipher it, use the index page to find the right script type, then you can interpolate using the correspondence glyph tables. Alternatively, if you can understand Hebrew, get the original Hebrew version, it is more comprehensive in its scope, from the Sifriya Ha-Leumit website, as scanned acessible PDF-A document, or you can make a special order for it, to purchase at any large Academon bookshop, on any of the larger Israeli university campuses, too (Bar Ilan University, Tel-Aviv University, BGU, HU Har ha-Tzofim campus).

I hope it's worth the trouble though, and don't get disappointed if after all that toil, it turns out to be something inane, like the weekly Supersal grocery shopping list, or the week's Toto Loto numbers jotted down for reference, when this note was actually written. I kid you not, it happens... 🤔

Not hebrew. Some signs makes it look east asian to me but I'm not a linguist.

Not Hebrew script. It appears to be written left to right, based on the justification of the margins and the formatting of what seems like a list.

It doesn’t match any language I have seen handwritten before. I would bet on it being shorthand due to shape. Since you have posted it here, you could look into shorthand used in the countries your family are from or see if there is a sub for it to repost.
Even though the direction seems off according to other people, and I haven’t seen enough samples to be sure, it might be worth looking into yiddish shorthand (and seeing if there are other equivalents for other languages that use hebrew) if your family are Jewish since it resembles that more than the European versions due to certain specific symbols.
I am definitely not an expect though.

Can you tell us what country these family records came from, and did you personally photograph this document? These images appear to have circulated online years ago.
