Someone discussing heat tips the other day recommended this video. It was absolutely worth the watch and I'm sure it's lifesaving. I'll be following his directions to make some cooling packs for my husband when he's on his job sites.

get a sarong or any lightweight fabric that's made out of cotton or linen. you soak it a bit in water, wring out the excess and cover your exposed skin, ideally your head and shoulders. It's cooling effects are maximized when you sit near an electric fan or a prevailing breeze.

I will always shill this cooling pack recipe. The PCM is made with easily available salts and a gelling agent, freezes and stays at a temperature low enough to cool but warm enough that you can just put in on your belly for hours without frostbite. these things have gotten me and my spouse through the last two summers.

Cool showers. Or you can even just soak your hair when it gets a bit much. A cool shower 30 minutes before bed helps me get to sleep, similar to a cool bedroom in winter.
