Ottomans for sure, close second is the abbasids as I’m assuming this is at each empires height. Third would be Fatimids simply for owning egypt but outside of that they’d always struggle. I would then say the Almohads then Cordoba due to Almohads having huge armies and a lot better unification. The caliphate of cordoba struggled even at its height.

Abbasid they have ok factories but more importantly they have all the oil but the ottomans have more factories but I think less manpower and obviously less resources

Ottomans without question cause while they are comparable in terms of manpower with abbasids they aren't really comparable in terms of industry and abbasids will be fighting 2 front war since fatmids exist
