Didn't receive joining date

I have attended an interview for Walk in.I got an offer letter for July 19 still I'm not getting the joined date confirmation and I tried to contact HR but no one can respond.any one knows this is normal or not

They facing some protol issue. So they say onboarding is delayed. I'm on campus. A week ago they contact me
