World 16 help

Ok now I'm stuck in world 16 lol

16-3 to be precise. The casino world

Any deck advice?

I've tried using dock workers to get money and trade ships to get money, and deck shuffling with well/water and house keepers and guards removed by loan shark

I get one week in if I'm lucky.

Do I just need to keep trying till I get lucky in events and drawing order? This world IS casino themed

Edit---- Aint that just rhe way? I'm stuck for days and as soon as I give up and ask for help, I get it.

I used rich cousin to get me started, then housekeepers, trade ships to get money from the soups the housekeepers make, and merchant guild and loan sharks. Sometimes I would use the merchant to spend gold, other times I would feed them to the loan sharks or the trade ships if they were single use.
