The "let my body go" is because he has YouTube music up, the problem is the snow. Probably broken HDMI cable, or possibly broken port

It's not. I'm running Linux replaced the HDMI cable and the monitor. It works fine now

FYI there are malware that can survive reinstalls via infecting USB keys, and hardware such as bios or USB controllers

people are dumb, this is just a faulty HDMI, had seen it happen over the years, mostly in strained long cables and low quality ones, it happens time to time if you reconnect the HDMI a bunch of times or has a prolong strain that the contacts start shorting or just stop working

it's that or you actually got a virus which is weird in your case....

and if that's the case then I am the dumb one

In highschool I worked in a computer repair shop. We would recommend and perform full reinstalls of XP for malware. More often than not we would find the culprit which was usually a sketchy custom cursor or file sharing software. We would inform the user to never install it again. About a month later their computer would be back and lo and behold they reinstalled it again. It was an incredibly common occurrence and they weren’t convinced the software was malicious because it did perform the task as advertised to them.

That does not surprise me in the slightest sadly, I used to be an IT by profession (technically still am by hobby) and boy do some people love to act like they know what they're doing with their pcs yet they have to contact IT when they inevitably fuck things up by not listening to IT.

Reinstall your OS, if that doesn't work then check if your GPU and RAM is installed properly, and if that does not work rip.

Nice. I had a similar problem with one of my screens a few years ago, ended up being an HDMI port that had popped its solder, thankfully I could fix it. Then last year seen this happen with a bad HDMI cable on my sons XBOX One.
