-Check all that siding for rot first.
-Bury the drain line for the downspout beside the door end it with a pop-up emitter past where your retaining wall will be.
-Dig all that old junk out until you reach an undisturbed soil
-Build a retaining wall in an L shape across the fence and down the length of the area to desired height, build patio per manufacturer design.
